There are basically no rules about firearms in the US because the gun lobby has successfully convinced the majority of Americans that any gun legislation, no matter how reasonable or well intentioned it may be, is an encroachment on their constitutional rights.

Never mind the fact that when the gun control laws were originally written, to shoot a gun twice within 5 minutes was considered fast reloading.
