I’m kind of surprised by the reaction you’re getting here as I had the same exact question (you can see that I posted it before seeing yours).
Knowing that the person has some background in biology helps, but that was not clear in the initial comment. And even still, I lean toward believing the actual professionals who have studied this exact thing for years over some random person on an internet forum.
Do you have credentials in this field, or are you just kind of guessing? Because, no offense, but I’m skeptical of random people on internet forums contradicting literal scientists.

The entire nation of Finland is another great example of the government essentially eliminating homelessness (and in the process, creating super affordable public housing that isn’t garbage).
You do realize that it is in legal speak for the exact reason you’re saying that it shouldn’t be, right? There are people who study law their entire lives, and it’s literally their job to argue about how these words are interpreted. They’re not for you and I to easily parse. If they were, they’d be way more broken and filled with even more stupid loopholes.

If you weren’t aware, there is a reason that politicians lobby to have big prisons put in their state/district: The census counts the inmates as citizens of the district to be included when making decisions about appropriating funds, but (in most states) they do not get a vote.
So you ostensibly get thousands of people who count toward your population for appropriations purposes, but you don’t need to even bother trying to woo as voters.
Because police exist to protect capital, not people.
