The first amendment protects all private entities from the government limiting what they can say barring a few exceptions. Making fun of someone is not an exception. Threatening to fine the hell out of someone for making a joke, ESPECIALLY if you think they have low ratings and no one watches them anyway? Thats definitely violating the first amendment.
