It all boils down to Barry fucking Goldwater. He made a game plan with a swappable villain, started with the southern strategy, where the villain was black people, as things changed the plan stayed the same and just kept switching their villain to appease single issue voters/fucking idiots.
If you can get people to vote for, or more importantly against, one specific thing without considering anything else then everything else you want to do is added to the free space slot.

Republican Senator Susan Collins said she believes President Trump has learned a “pretty big lesson” by being impeached and plans to vote to acquit him.
I don’t think Susan Collins was a great example there. She famously doesn’t actually oppose Trump.
Trump is a symptom, not a cause. You might say, a secondary illness thst causes other things like organ failure.
Republicans have been working towards this since Nixon.
