It’s partly peer pressure, but also a modesty thing, since nipples suddenly become demonized at a certain age and it’s no longer seen as socially acceptable for developing girls to wear a plain white tshirt without a bra.
Less of a thing in mainland Europe btw, I remember visiting my cousin for a beach trip as teens and was culture shocked that she and most other people our age would swim topless regardless of gender.
