I’m of the opinion that it is formal or informal practice to deliberately position themselves in front of and behind the vehicle, so that if the vehicle moves at all they can claim self defense and start blasting.

They can try the self defense lie for shot #1. The other shots can’t be.

Cops never fire just once. The theory being; A) if you need to fire, it’s because you are in life threatening danger and, B) you can’t fire once and wait to see if you hit and disabled your target because you are in immediate danger or you wouldn’t be shooting. So they fire multiple times to increase their odds of hitting and disabling or killing their target. A cop just being afraid justifies all their actions in response to the source of that fear.

It’s bullshit, of course, but the courts have swallowed this argument many times. A cop thought he was in danger so he emptied his magazine at a target that scared him. If the lawyers convince the judge the cop believed he had a reason to be afraid, it doesn’t matter how much lead he slung nor who was hurt or killed by it.

But that’s a really stupid thing, since a dead body actually is likely to make the car go even harder and faster. This one for example the car doesn’t stop, but rapidly accelerates and hits a car after death.

Law enforcement is trained not to fire into moving cars, because that replaces an in control vehicle with an out of control vehicle.

They’re not actually concerned about the safety of the public or even themselves (the danger is quite minimal), they just want to kill “radical leftists” who think they can interfere in police business.
