Someone’s sad, let it be for a few days. The paper will fall apart in the next rain and I expect that the council workers will remove the lot next time they mow.
The tape is the problem. It will girdle the tree and kill it if left. This will take a while, but it’s a bad habit to get in to.

Agreed, but it looks like the paper type of tape. If it’s the kind I’m thinking of it will fall apart before it harms the tree. They probably opted for tape because they didn’t want to staple and hurt the tree.
