They’re intentionally torturing him hoping he goes crazy, thats why they leaked/released a picture of him after he peed his pants, most likely from being tazed or denied access to a toilet.

When one is on suicide watch in jail, they leave the lights on 24/7. Drives down melatonin production, amongst other significant physiologic measures.
Ive posted this before, but i feel its worth repeating.
The ACLU’s job is to protect human rights, and they have been fighting these fights in court for a long time.
We can respectfully request they check on Luigi’s welfare.
