      The models used actually take speed reductions due to things like unseen conditions, uncertainty about driving over mystery hoses and excessive speed in an attempt to manipulate the data to get a higher speed limit into account.

          What a weird thing to say.

          Beyond that doing one does not in any way prevent the other from also being worked on at the same time, this is how roads are made better. After trivial assumptions like site/soil surveys, traffic studies are the most influential aspect transport engineers consider when working on a project.
