The majority of SCOTUS “believes” in Unitary Executive Theory. Well, they don’t really believe in anything but they stand to personally benefit from trump having more power so they pretend to believe in it.

What that basically means is that the president can order literally anyone in the Executive to do basically anything, and fire them if they refuse.

In this case this means that the president can order USBGN to define the new name of the lake “for use on maps and other publications of Federal agencies”. His lawyers then end the order with some legal babble magic words intended to fit it into the framework of SCOTUS’s fake beliefs - cute.

He technically can’t force anyone else to use the name but he can threaten withholding funding or pausing federal contracts or expulsion from press meetings if he wants to force some company to comply. So in practice he can force any big american enterprise to use the new name too, even though he doesn’t really need to because most oligarchs are fully aligned with him anyways.
