The logic is that there isn’t any real logic to it.

Nobody would be stupid enough to actually do that but that doesn’t matter. It makes you look “suspicious”, and that’s all the pretext that would be needed to detain, search, and harass you with enough plausible deniability to get away with it not being seen as abuse of power.
