      I want to argue with your wording, but I am struggling to find a solid argument. The best I have is that the office probably didn’t know the baby was there. And was shooting at the driver, who apparently was the only one not hit. So attempted murder maybe, with a side of reckless endangerment, manslaughter, and a whole litney of things for killing the wrong person. At which point murder is just simpler. A human is far more manuverable, and with so many things to dodge behing in the “crowded” parking lot, should have no trouble evading the car without shooting.
