He boxed himself with the ultimatum, and I like to think decided not to do it (although during those generals also sounds like perhaps military refused orders).

So instead he made up case fire and called it a victory, he even tries to put himself on Iranian side by claiming they will share profit with him (or maybe he hopes Iran will see this as a way of getting him off their backs)
