Kill the one’s slaughtering civilians not the civilians an active combatant or a government is wholly different, one is willing to kill directly and must accept that fate for himself if it comes to it for any justification of his stance the other is actively ordering others to kill for him he also must accept his fate, an innocent civilian cannot be killed for expressing his desire for a change in government because the government gets it’s authority from the people and legitimacy can be revoked at any time otherwise no morality can be involved and we are back to the nuclear option an overwhelmingly bad option for all.
