As someone who has to interact with fundies regularly, I can explain. Fundies are opposed to secular ideology, which they associate with liberal bureaucrats. “Unfunded mandates” refers to social programs, something he’s opposed to because he feels that the government can’t or shouldn’t afford them, and which he associates with the spirit of giving that is central to the secularized christmas holiday. Santa is the mascot of that secular version of christmas.
