the Japanese state doesn’t want to ban the death penalty for the same reason why it celebrates the genocides it committed against its neighbors. it’s a very useful tool to keep people passive against its abuses
fun fact: the japanese death row inmates only get 1-2 hours notice of their execution. They wake up every morning not knowing if today is the day they die. I think that’d be so torturous.
