More like it illustrates environmental policy. Pretty sure that is the Oak Street Beach curve on Lake Shore Drive in Chicago. The curve has needed rebuilding to accommodate changes to water levels for many years. A $3.4 billion rebuild of that whole section of the lakefront that will add more land between the building and the lake has been going through an agonizingly slow approval process. When it finally gets done it will add more park space providing ample room for bike traffic as well as car traffic.
That approval process for parking spaces for cars isn’t slow enough.
Car parking should be converted into bicycle parking, housing, and greenery.
