There may be states where the masks are a problem, but generally yes.
They clearly don’t have to identify themselves - why should we?
In most states you don’t have to unless you’re driving a car or suspected of a crime. Cops are going to bust your balls pretty hard though and may hit you with a BS resisting or obstructing charge that will get thrown out after you spend a night in lockup.
