German is not the same as Germanic. Both German and English evolved from a common ancestor, which we call Proto-Germanic.

‘Who’ and ‘Where’ are ‘*hwaz’ and ‘*hwar’ in Proto-Germanic.

I would say that in this case German strayed more than English.
