      Only if it’s running fast and has been running over the surface long enough that it created a slick bio film on the ground already. A 6 inch wave of water won’t even knock down your Grandma.

        Yes, your legs can resist 10 lbs of lateral force, but for how long? 30 seconds? 2 minutes? Also what does the water carry?

        Let’s say the water carries a 3 foot wide tree branch against your ankles. Your surface area just went from 3 inches to 3 feet. 10 lbs becomes 120 lbs.

        It’s not as simple as walking with heavier shoes.
