They bought tickets or just entered with everyone else. The problem was there is specific law forbidding Taiwanese citizens from attending. They are not charged with anything.
If it’s like the ones I’ve been to, it is not open to the public. You have to buy tickets and show ID. And you are restricted to certain areas.
