That might have something to do with him pardoning Lil Wayne, Kodak Black(pedo rapist pos), and NBA YoungBoy. He probably has some advisors picking people to pardon that will boost his abysmal reputation among certain minorities.
And it gets him the attention and headlines that he so desperately craves.

When he pardons Maxwell he hopes it won’t be a big deal because “he pardons everybody”.
Discourages police from investigating sex crimes and prosecutors from charging them.
