If you see it’s dangerous, don’t do it. I don’t care what the rules are, if there’s a chance I’ll get seriously injured, I’m not going to take the risk. Either leave the house much earlier when there’s less traffic, or take a bus, or get into a car pool.

Simplest way is to change a law: The car is always at fault. Even if the bike was the one causing an accident, the car is at fault. That’s what the Netherlands has.
